This limitation is to protect user and company data from unauthorized transfer and access. Depending on your organizations sharing policies, you may be able to use the following alternatives.

You can transfer ownership of a folder as well, but changing the owner of the folder wont change the owners of the files within that folder.
STEP 1: SET UP SHARED DRIVES. Start by creating a Shared Drive within the domain you want to own the file. STEP 2: LOOP IN PREVIOUS DESIRED OWNERS. STEP 3: NEUTRALIZE OWNERSHIP IN SHARED DRIVE. STEP 4: ASSIGN NEW OWNERSHIP.
Unfortunately you cant take it back, once you request access you send an email and there is no way to take it back.
Important: Find the file or folder in Google Drive, Google Docs, Google Sheets, or Google Slides. Open or select the file or folder. Click Share or Share . Find the person you want to stop sharing with. To the right of their name, click the Down arrow. Remove access. Click Save.
