Once the lease is in place, landlords cannot change its terms without the tenants consent. Whether its adjusting the rent, altering the lease term, lease renewal, or modifying rules around the tenants personal property, all changes must be mutually agreed upon.
In New York City, tenants have many rights relating to the safety and quality of their housing. Tenants should expect to live in safe, well-maintained buildings that are free from vermin, leaks, and hazardous conditions. Laws protect tenants from harassment and discrimination.
In New York, evictions require a court order, and any attempt to remove a tenant outside of this process is unlawful. Landlords can also no longer use the owner-use loophole when landlords remove tenants in order to use a property as their personal residence, a common mechanism used to evict tenants and raise rent.
The reason for that, as others have pointed out, is that NYC has very strong tenants rights which makes it difficult to evict a tenant; therefore they are very cautious about their approval process. But this process is still fairly quick and not really hard, just intrusive and annoying. Expensive.

The amount your landlord can raise your rent due to an MCI increase is now capped at 2% of your current rent per year, and there is no retroactive amount. This 2% cap also applies to MCI increases that happened between June 16, 2012 and June 16, 2019 so any rent increase going forward will be limited to 2%.
The landlord also must keep proof of cash rent receipts for 3 years. If the landlord of a non-regulated unit intends to increase the rent by more than 5%, they must provide advanced written notice of either 30, 60, or 90 days depending on how long the tenant has been in occupancy (see section on Renewal Leases).
Legal Notice Requirements in NYC The notice time varies with the tenants length of stay in the apartment: Less than 1 year: 30 days notice. 1 to 2 years: 60 days notice. More than 2 years: 90 days notice.
