For the purposes of the National Firearms Act, the term \u201cDestructive Device\u201d means: A missile having an explosive or incendiary charge of more than 1/4 oz.
In California you cannot own the following NFA restricted items. *1 AOW's other than Pen Guns are ok as long as they are not an assault weapon. With the exception of AOW assault weapons that were owned prior to the registrations period are ok. AOW's are not required to receive a Curio or Relic classification.
NFA firearms include machine guns, short-barreled rifles and shotguns, heavy weapons, explosive ordnance, silencers and "any other weapon" (AOW), such as disguised or improvised firearms. Title I weapons, or GCA firearms, are standard rifles, shotguns, and handguns.

If you possess any material with the intent to make a destructive device or explosive out of them, without a valid permit to do so, you can be charged with a felony under Penal Code 18720 PC, California's law against possessing materials to make a destructive device.
Thanks to Uncle Sam and the National Firearms Act of 1934, you have to pay a special tax, via what is commonly known as a tax stamp (NFA Tax Stamps), if you want to own a suppressor/silencer, machine gun, short barrel rifle (SBR), short barrel shotgun (SBS), Any Other Weapons (AOW), or a destructive device (DD).
Once you have selected the weapon you want to purchase and paid for the firearm, you will need to fill out an ATF form and submit your application, which will register your AOW in your name. You will then need to pay the tax stamp fee of $5.
These are weapons requiring a Type 01 Federal Firearms License (FFL) as well as a Class 3 Special Occupation Tax (SOT) to sell, and an ATF Form 4 (transfer of registration) with $200 tax stamp to purchase.
The IPB also maintains the National Firearms Registration and Transfer Record (NFRTR), the central registry for all items regulated under the NFA. More than 3 million items are currently registered in the NFRTR, which dates back to the enactment of the NFA in 1934.
