Douglas introduced his Kansas-Nebraska bill to the Senate. It incorporated the idea of popular sovereignty, which allowed the people of these territories north of the 36 30 line to decide for themselves whether to become a free or slave state.
On March 1, 1867, President Andrew Johnson reluctantly signed the proclamation declaring Nebraskas statehood. The signing ended the life of a territory which thirteen years earlier had been organized amid controversy.
The Territory of Nebraska was an organized incorporated territory of the United States that existed from May 30, 1854, until March 1, 1867, when the final extent of the territory was admitted to the Union as the state of Nebraska.

Nebraska changed its constitution, but President Andrew Johnson vetoed the statehood bill, arguing that Congress had no right to tell a state how to manage its own elections. Congress overrode the veto and Nebraska became a state on March 1, 1867.
