What is EAR99? Items not designated under the control of another federal agency or listed on the Commodity Control List (CCL) are classified as EAR99 (Export Administration Regulations). EAR99 items generally are low-technology consumer goods not requiring a license, however there are some exceptions.
You can submit a CCATS request through the BIS's Simplified Network Application Process - Redesign (SNAP-R), which is the same portal you will use if it turns out you need to apply for an export license. You may request classification guidance for up to six items per request.
There are three ways to obtain an ECCN: 1. Contact the manufacturer, as they may know the ECCN of the item; 2. Self-classify the item by reviewing the Commerce Control List (CCL); or 3. Submit an official commodity classification request to BIS electronically using SNAP-R.
The EAR99 classification vouches that the item is harmless and suitable for consumer use. Since EAR99 marked products don't fall under the CCL, they are usually subjected to fewer regulations than other products. Exporters don't need a license for exporting most EAR99 products.
