The CDR rule requires manufacturers (including importers) to report data to EPA every four years. These data include information concerning the manufacturing, processing, and use of such chemical substances, unless exempt from this requirement under the CDR rule.
The flag for TP indicates a substance that is the subject of a proposed TSCA section 4 test rule or order. More information about the EPA Regulatory Flags and the TSCA Inventory can be found here: How to Access the TSCA Inventory | US EPA.
Collecting the information every four years assures that EPA and (for non-confidential data) the public have access to up-to-date information on chemicals. The CDR rule is required by section 8(a) of the Toxic Substances Control Act (TSCA) and was formerly known as the Inventory Update Rule (IUR).
Under the CDR rule, EPA collects basic exposure-related information including information on the types, quantities and uses of chemical substances produced domestically and imported into the United States.
(a) You must report any hazardous chemical for which you are required to prepare or have available an MSDS (or SDS) under OSHA HCS that is present at your facility equal to or above the applicable threshold specified in 370.10. (Specific exemptions from reporting are in 370.13.)
