It is the authority charged with the promotion of South Africas maritime interests, even though South Africa has many maritime interests that cut across many ministerial and departmental jurisdictions.
The SAMSA Code is the South African mechanism of ensuring compliance with the International Convention on Standards of Training, Certification and Watchkeeping for Seafarers (or STCW), 1978, as amended (STCW Convention) and the Seafarers Training and Certification Code (STCW Code).
SAMSA is responsible for executing the following legislative objectives as set out in the Act: 1. To ensure safety of life and property at sea; 2. To prevent and combat pollution of the marine environment by ships; and 3.

Seafarers working on board a ship are required to have a valid Certificate of Competency (CoC) or endorsement, which comply with the International Convention on Standards of Training, Certification and Watchkeeping for Seafarers (STCW).
