Its best to fertilize when the plants are actively in growth. Its pointless to fertilize if you let your plants go dormant since they wont be taking in any nutrients until theyre actively growing again.
You definitely dont NEED to be fertilizing. But fertilizing one time during dormancy is a decent thing to do. The nutrients will work into the rootzone of the grass, the roots will use a tiny amount of those nutrients, and the rest will latch onto the soil so its there when the Bermuda wants it in the spring.

If grass is dead (truly dead, not just dormant), nothing will bring it back. If its dormant, all it takes is a little water to turn it green again. I highly recommend doing lawn care research, especially when it comes to the use of chemicals.
Remove all the dead grass. Rip up the soil a bit. Level it out. Toss down some seed and peat moss on top. Keep it moist.
