The Zimmermann Telegram was encrypted in two separate, but similar codes, known as 0075/7500 and 13040. Both of these codes were, essentially, numerical substitution ciphers. In both, each individual word in the plaintext was replaced with a number, also known as a code group.
The first letter in the message is from the vertical axis and the second letter is from the horizontal axis. For Example: If DG were the first two letters of the code, you would find the letter D on the vertical axis and the letter G on the horizontal axis.
The Zimmermann telegram (or Zimmermann note or Zimmermann cable) was a secret diplomatic communication issued from the German Foreign Office on January 17, 1917, that proposed a military contract between the German Empire and Mexico if the United States entered World War I against Germany.
