There is no federal mandate to support gifted education at the state and local levels.
It is difficult to estimate the number of gifted and talented students in the United States. In 2014, the National Center for Education Statistics reported that approximately 7% of public school students were identified as being serviced in gifted and talented education programs (NCES, 2018).
To be classified as gifted, most education departments require children to have an IQ score at or above 130 on a standardised test administered by a psychologist. However, a child can be classified as being mildly gifted with an IQ score of 115129.
Historically underserved students--students in poverty, of color, with disabilities, and whose first language is not English, are underrepresented in gifted education.
Nearly every state has its own definition of gifted and talented students. Some define giftedness based on a comparison to others of the same age. Others base the definition on needs beyond what is offered in the regular classroom.
