Participating states are Alabama, Arkansas, Delaware, Florida, Georgia, Kentucky, Louisiana, Maryland, Mississippi, Oklahoma, South Carolina, Tennessee, Texas, Virginia, and West Virginia (Florida and Texas participate only at the graduate level).
Because Georgia State University is a state-funded institution, students must show documented proof of residency to qualify for in-state tuition. Students who are legal residents of Georgia are entitled to pay in-state tuition as a benefit of paying taxes in the State.
