Nursing home abuse and neglect are among the most common complaints, often caused by understaffing, inadequate training, or caregiver misconduct.
In California, nursing homes are considered health care facilities and as such are licensed and scrutinized by the California Department of Health Services. As medical facilities they are allowed to provide services that cannot be dispensed in assisted living or board and care homes.
Each of the 50 States, Puerto Rico and the District of Columbia has an agency that conducts on-site surveys for CMS to determine whether nursing homes are complying with Federal requirements. Surveys are conducted on a 9 to 15 month cycle with a statewide average of 12 months.
