How long does the process take? Successfully obtaining a USDA permit can take 1-6 weeks.
Incomplete submissions or incorrect information on health certificates will cause endorsement delays until the USDA Accredited Veterinarian or the owner/exporter of the animal can correct the problem. Endorsement of a correctly completed health certificate can take upwards of 3 business days.
While I understand that if it gets submitted prior to 10 days and gets endorsed right away it would not be compliant and I would be stuck, it seems the norm is that it takes a while so submitting 11-13 days out might be safer because it may then be in a queue but they would not endorse until the 10 day mark.
Endorsement is a final review process, where APHIS Veterinary Services officials verify the information on the certificate as accurate and ensure that the animal meets the destination countrys requirements.
