Formation of Interstate Compacts. An interstate compact is an agreement between or among two or more states of the United States. To become effective, it must be approved by those states respective legislatures and, depending on the subject matter of the compact, consented to by Congress.

The U.S. Constitution (Art. 1, Sec. 10, Clause 3) grants states the right to enter into multistate agreements for their common benefit. Congress must approve any compact that would increase state political power in a manner that would encroach upon federal authority.
Under Rule 3.104, the receiving state has up to 45 days to investigate and respond to a sending states transfer request. There are provisions for emergency transfers to expedite reporting instructions.
