The Forever Buckeye provision extends in-state tuition rates to graduates from Ohio high schools who meet each of the following criteria: (1) have current legal status to remain permanently in the United States, (2) left Ohio but returned or will return to enroll in an Ohio public institution of higher education, (3)
The student must demonstrate that during the 12-month period while establishing residency, that he/she have had sufficient income to meet all expenses without the need of money from outside the State of Ohio. Documentation of income sources used during the 12-month period is required.
The State of Ohio has tuition reciprocity agreements with four surrounding states: Indiana, Kentucky, and West Virginia. The Ohio Department of Higher Education (ODHE) renews these reciprocity programs every two years.
To apply under this rule, students should submit clear photocopies of the following documentation: Proof that the student has resided in Ohio for 12 consecutive months prior to the application for residency and can include any combination of the following: Lease. Closing statement showing purchase of a home.
The student is expected to demonstrate his/her intent to become an Ohio resident by transferring any applicable items of registration to Ohio, such as a drivers license, automobile registration, and voter registration at the beginning of the 12-month period preceding the semester for which reclassification is desired.
