Texas House Bill 588, commonly referred to as the Top 10% Rule, is a Texas law passed in 1997. It was signed into law by then governor George W. Bush on May 20, 1997. The law guarantees Texas students who graduated in the top ten percent of their high school class automatic admission to all state-funded universities.
On Sept. 19, UT Austins president Jay Hartzell announced the new auto admission rate, lowering it from the top 6% to the top 5% of graduating seniors statewide starting in the fall of 2026. This will affect the number of in-state auto admit applicants from the current junior class that will be accepted to UT.
UT Austin currently automatically admits Texas applicants who rank within the top 6% of their high school graduating classes. President Jay Hartzell announced Monday it will drop to 5% for students applying for the fall 2026 semester.
The auto admit policy at UT Austin guarantees automatic admission to Texas high school students who graduate in the top percentile of their classhistorically, the top 6%. Under the new policy starting with the fall 2026 admissions cycle, only students in the top 5% will be automatically admitted.
