Title V is a federal program designed to standardize air quality permits and the permitting process for major sources of emissions across the country. The name Title V comes from Title V of the 1990 federal Clean Air Act Amendments.
The permit shield concept was originally delineated in Section 504(f) of the Clean Air Act (CAA) and states that compliance with a permit issued under a Title V program is deemed compliance with the requirements of Section 502 of the CAA, which identifies the requirements for an operating permit program.
Title V of the Clean Air Act requires major sources of air pollutants, and certain other sources, to obtain and operate in compliance with an operating permit. Sources with these Title V Permits are required by the Act to certify compliance with the applicable requirements of their permits at least annually.
The certificate of occupancy must contain the following information: (1) The permit number and address of the residential building. (2) The name and address of the owner of the residential building. (3) A description of the portion of the residential building covered by the occupancy permit.
