Some people just do not like to fill out forms. Some do not like the govt, or the current administration. Some value their privacy very highly, and just dont believe the Bureaus ironclad confidentiality promise. Many of the people I deal with do not like anyone coming to their door or ringing the bell.
Currently, 2010 and 2000 are available online at the American Factfinder web site. Once the data for the 2020 census is available, the 2000 data will disappear. Another source for information about the past censuses is located at the Census Bureau site.
By census law, refusal to answer all or part of the census carries a $100 fine. The penalty goes up to $500 for giving false answers. In 1976, Congress eliminated both the possibility of a 60-day prison sentence for noncompliance and a one-year prison term for false answers.
Nearly one of six people reported their ancestry as German. In 2000, 42.8 million people (15 percent of the population) con- sidered themselves to be of German (or part-German) ancestry, the most frequent response to the census question (Figure 2).
Refusing to answer either the short Census form or the longer American Community Survey form is a violation of federal law (Title 13, United States Code, Section 221). Refusing to answer is punishable by a fine of $100, while giving false answers carries a fine of up to $500.
