This new tax rate applies beginning with the July 2025 return, which is due August 15, 2025.

The REG-1 is the official business registration form used by the Illinois Department of Revenue (IDOR). Its how businesses register to collect sales tax, pay employee withholding, and report other state taxes.
Starting July 1, the tax on tobacco products will increase from 36% to 45% of the wholesale price. This includes items such as vaping pens and nicotine gum, which will also be taxed at the new rate under the states FY2026 budget plan.

From your MyTax Account, the Certificate of Registration or License is located by selecting View more account options and then View Account Letters in the Letters and Messages panel.
