The law provides for criminal penalties, civil penalties and revocation of permits for violations of the AWA. The animals covered by the Act include dogs, cats, primates and other mammals, but excluding birds, rats and mice.
A quirk of the AWA, however, is the fact that it does not cover the most common species of laboratory animals, namely rats, mice, and birds.
Excluded from this definition are birds, rats of the genus Rattus and mice of the genus Mus, bred for use in research, horses not used for research purposes, and other farm animals used for food, fiber, or production purposes. This term includes all dogs used for hunting, security or breeding purposes.
If you do witness or suspect that an animal is being mistreated you can contact the RSPCA via their online enquiry form or by calling 0300 1234 999 (7am-10pm, 7 days a week).

Among the violations were a failure to maintain required records, failure to provide veterinary care, failure to comply with standards affecting all aspects of cat care, and physically abusing animals.
As a result, in its chapter on animal welfare, the American federal law explicitly excludes any measure of protection for both birds and mammals used for food and textile production, reptiles, amphibians, fish and invertebrates. It also excludes rats and mice used for research purposes.
Can I report suspected animal cruelty without proof? Even if you cant prove that abuse has taken place, you should report it so that it can be investigated. Be as detailed as possible.
