A Negotiable Bill of Lading instructs the carrier to deliver goods to any one person in possession of the original endorsed Negotiable Bill. A non-negotiable Bill of Lading sets one specific consignee, receiver, or buyer to whom the goods must be shipped.
An ocean bill of lading is the same as a master bill of lading. It is issued by the shipping line or carrier to the freight forwarder or NVOCC.
House Bill of Lading Vs. Master Bill of Lading. The main difference between the HBL and MBL is that an HBL is issued by an NVOCC (or freight forwarder) and usually lists the actual shipper and consignee, whereas, the MBL is issued by the carrier.
Apart from the negotiable bill of lading, master also issues some copies of non-negotiable bill of ladings. As the name suggest, non-negotiable bill of lading cannot be negotiated and these are not the document of title. That means the holder of a non-negotiable bill of lading cannot be the owner of the cargo.
The OBL is a specific original document that represents ownership of goods and is essential for their release at the destination. In contrast, BL is a broader term encompassing any document issued for a shipment, including copies that lack the legal weight and ownership transfer capability of the OBL.

The BOL is a contract of carriage between the shipper and the carrier, representing the agreed terms and conditions for transporting the goods. Once the bill of lading is signed by the receiver, it serves as a receipt for the goods that have been shipped.
Documentation for Customs and Clearance: In international shipping, the non-negotiable BOL is used for customs clearance. It provides customs authorities with the necessary details about the shipment, including the nature of the goods, their value, and origin.
