Time and effort reporting is a process where employees working on federally funded projects document the time they dedicate to those activities. This reporting provides assurance that the actual effort expended by staff matches the committed effort described in the project proposal and budget.
Effort is not calculated based on a standard forty (40) hour work week, but is calculated as a percentage of the total hours spent on work-related activities.
OMB Circular A-87 requires time and effort reporting to account for the total activity for which each employee is compensated. There is no minimum pay level below which the employee time and effort is waived.
