  1. Begin by ensuring you have a MEIS account. If you do, proceed to the next step. If not, visit the MEIS website and click on the MEIS logo, then select 'Create an MEIS account' and follow the instructions.
  2. Identify your request type: New User, Add Profile/Access, Add School/LEA, Add Feature/Access, or Duplicate Request. Make sure to enter the Date of Initial Request.
  3. Fill in the Authorized User Information section with details such as Name of School, Your Name, Email, Telephone Number, Title, and MEIS Account Number.
  4. Sign the agreement acknowledging your responsibility for protecting your user ID and compliance with the Privacy Act of 1974. Include your signature and date.
  5. Complete the Superintendent or Chief Operating Officer Information section with their Name, Title, Email, and Telephone Number. They must also sign and date this section.
  6. Select either VIEW ACCESS or ACTION ACCESS based on your needs. Ensure all required fields are filled before submitting.
  7. Finally, email the completed form to MOECSsupport@michigan.gov for processing.

The Act allows school districts to use individuals who do not possess a teaching certificate or permit as substitute teachers so long as the individuals: (1) are otherwise employed by the school district and (2) have a high school diploma or high school equivalency certificate.
