New York recently released the 2024 IT-2104 (Employees Withholding Allowance Certificate) and IT-2104-E (Certificate of Exemption from Withholding). A QR code has been added to the bottom of the IT-2104.
Claiming 0 means more withheld. It reduces the take-home pay but possibly leads to a refund. Claiming 1 means less withheld. This option presents a larger paycheck but increases the risk of owing amounts at tax time.
Filing requirements Employers who are subject to both unemployment insurance contributions and withholding tax must file Form NYS-45, completing Parts A, B, and C each quarter. Employers subject only to unemployment insurance contributions must complete Part A and Part C, columns a, b, and c.
