If an unauthorized vehicle is parked on private property, the California Vehicle Code authorizes the owner of any private property to, subsequent to notifying the police, cause the removal of that vehicle to the nearest public garage, provided there is a sign posted at all entrances to the property that prohibits
(c) No person shall abandon a vehicle upon any highway. Any violation of this section constitutes an infraction. (Authority: Vehicle Code Section 22523.) (d) Every person who parks or leaves a vehicle on a highway for 72 consecutive hours or more is guilty of an infraction.
You can request a title on the abandoned vehicle by filing for a lien title. That is based on the vehicle being abandoned on their property. Then you will file on the lien and pay for a bond in case the original owner claims the vehicle (yes I know they wont but that is the process). Then you title it in your name.
