The Letter of Intent (LOI) is a national initiative designed to reduce and limit recruiting pressures on prospective student-athletes, educate prospective student-athletes on the most applicable U SPORTS regulations, and assist coaches in recruiting efforts.
Last year, the NCAA actually ended the National Letter of Intent program that had been used for decades when student-athletes sign with a college.
The level of play in the ACHA depends greatly on the specific team and the division. Top-tier teams in ACHA Division 1 play at a level that is quite comparable to lower-tier NCAA Division III teams.
An athlete who does not fulfill his or her NLI agreement traditionally must sit out one season of competition at the next school they attend. Following a committee review of NLI policy, the Collegiate Commissioners Association will not penalize an athlete who requests a release due to a head-coaching change.
On average, NCAA D3 is still a higher level of play than ACHA D1. However, ACHA D1 is closing the gap over time. The top 10-15 ACHA D1 teams would easily beat the bottom NCAA D3 teams nowadays, and would likely slot in as strong to mid range NCAA D3 level.

Until recently, student-athletes had little leeway with their commitments after they signed with a school. Eliminating the NLI allows for more flexibility and doesnt tie a student down to a university for a full year as it did before.
