Utility services, such as natural gas, electricity, water, and telecommunications services, are typically authorized to terminate a customers service(s) for failure to pay a bill, provide a security deposit, or violate a company rule tampering with a meter.

Unless payment is received by [due date], your water service will be disconnected on [shut-off date] at [shut-off time]. To avoid service interruption, please pay your bill immediately.

Utility Shut-offs for Non-payment There is also a winter moratorium in place every year from November 15 to March 15. During those months, gas and electric companies cannot shut off service because of inability to pay. This moratorium does not apply however, if service was shut off for non-payment before November 15.
