If the case is waived, this simply means that the defendant agrees that the Commonwealth would be able to prove their basic case and that they will allow the case to proceed to the Court of Common Pleas without having a hearing to make that determination.
Waivers are processed daily, sometime between 3 am and 5 am ET. Once that time has passed, they either clear waivers, meaning no one has claimed them, or they enter the free-agent pool. The unclaimed players can now be acquired on a first-come, first-served basis, without affecting your teams waiver position.
