Whether or not its LEGAL to do it depends on the venue and given State law. But minors are permitted inside bars in many jurisidictions, they just cant (legally) be served or consume alcohol. If youre legally allowed in the bar, hard to see why you wouldnt be allowed to perform in the bar!
