A Phytosanitary Certificate is required for all plants for planting entering Canada. The Phytosanitary Certificate is issued by the NPPO of the exporting country and must list each of the plants in the consignment.
Under the EIPA, there are two types of import permits: General Import Permits (GIPs) and specific import permits.
Because most countries have regulations to protect against agricultural pests and diseases as well as invasive species, you will probably need both a phytosanitary certificate and an import permit to take or send your seeds to another country.
Plants must be accompanied by a phytosanitary certificate from the country of origin showing that the plants meet entry requirements for the United States. Plants should be bare rooted (no growing media attached to the roots). You should perform a basic visual inspection of plants.
All seeds imported into the United States must be accompanied by a phytosanitary certificate, unless specifically exempted by a permit that allows importation without one, such as the Small Lots of Seed permit (See Seeds with Additional Requirements).
