The process is called rubbing out, and serves the purpose of getting rid of minor imperfections in a surface film finish, such as varnish or lacquer, (sometimes) leveling the finished surface, and establishing a consistent sheen.
The longer you wait the better. Shellac, solvent and water-based lacquers and two part finishes should cure at least a week. Oil-based varnishes and polyurethane should cure at least two weeks.

How long must you realistically wait to rub? If you are applying only one thin coat per day in ideal drying conditions, you can usually rub solvent or oil based finishes to satin just a few days after the last coat, though waiting a week is better.
You should use an automotive polishing compound and a buffer for big areas. Small areas will have to be polished by hand unless you have some funky buffing tools. Make sure the poly has cured for a minimum of 4-5 days at 70f. Do not try to polish an uncured film.
