so for vehicle title documents youre going to need to make sure theres no liens on the vehicle records and if there is you have to get those released for a DMV record to have a lien the lien holder would have applied or place their name as the lien holder or lender for that title even if you have paid that lien off or paid off that loan to zero the DMV does not necessarily know about that lien clearance the lender may have just signed the title and mailed you that document if you since lost it or its become this place the DMV still has that record in their in their files so if youre going to get a duplicate title they dont know that that liens release in fact they may not even issue a duplicate title because they see the dead lien is there even if its 10 or 15 years old you know you know and the DMV probably even knows that liens can paid off but legally they cant take it off the title until they get a separate lien release directly from the lender showing that that lien is paid
