  5. Calculate and enter your Total Amount of Deductions from Item 5 of the worksheet on line 2.
  6. Determine your Net Taxable Sales and Purchases by subtracting line 2 from line 1 and enter this amount on line 3.
  7. Multiply your Net Taxable Sales (line 3) by the state tax rate (6%) and enter this value on line 4.
  8. If applicable, complete additional tax calculations using form ST-389 and add it to line 4 to find Total State and Local Taxes Due on line 6.
  9. Finally, review all entries for accuracy, sign where indicated, and submit your completed form before the deadline.

A completed Form ST3 is provided by colleges, universities, and the System Office to vendors to exempt most official expenditures from Minnesota sales tax.
Information for exclusively charitable, religious, or educational organizations; governmental bodies; and certain other tax-exempt organizations. Qualified organizations, as determined by the Illinois Department of Revenue (IDOR), are exempt from paying sales taxes in Illinois.
Religious organizations Churches and other religious organizations operated exclusively for religious purposes can use Form ST3 without exempt status authorization or may apply for exempt status authorization from the department. This exemption may not be used for the purchase of lodging or prepared food.
A completed Form ST3 is provided by colleges, universities, and the System Office to vendors to exempt most official expenditures from Minnesota sales tax. The exemption does not apply to purchases of meals, lodging, waste disposal services, and motor vehicles.
