The HIN is the Hull Identification Number assigned to the boat. Each HIN is unique to that boat, and is the same as the VIN on a motor vehicle. All boats manufactured after 1972 have a HIN consisting of 12 characters as required by the Federal Boat Safety Act of 1972.
All vessels built on or after November 1, 1972 must bear a Hull ID that meets one of the approved Coast Guard formats. If the vessel does not have a Hull ID that meets an approved Coast Guard format, the owner must be assigned a new Hull ID number by the Department.
You must apply to New York States Office of Parks, Recreation and Historic Preservation for a HIN: l before you register a homemade boat; l if the boat was manufactured after 11/1/72 and does not have a HIN; or l if the transferable registration does not show the model year of the boat.
Vessels manufactured or imported before 1972 are EXEMPT because they often do not have a HIN. If your vessel is homemade, you must apply either with your State Department of Motor Vehicles, or directly with the Coast Guard for Documentation.
It may be engraved in a plate permanently attached on or near the right (upper starboard) side of the transom. This is so you can view it above the waterline. In older boats, a Boatcode Agent (see below) can help you get an HIN. The agent can also get you an HIN Boatcode Certificate.
