TPM 2.0 is required to run Windows 11, as an important building block for security-related features. TPM 2.0 is used in Windows 11 for a number of features, including Windows Hello for identity protection and BitLocker for data protection.
The short answer is that there is no practical consequence of activating TPM to users. UEFI Secure Boot does not require TPM, Microsoft insists on the inclusion of TPM mainly for better protection of Windows Hello (ability to log in to Windows using IR-enabled webcam or PIN) and BitLocker (drive encryption).
Windows 11 officially requires TPM 2.0 and thus all games running on Windows 11 will also in theory require it. But if the game doesnt utilize TPM I dont see why it shouldnt still work. I however dont see this as something that will/can be confirmed until the game is actually out and people can test it out.
