The rule of thumb for roof drains is that you should have at least two drains for areas up to 10,000 square feet, and at least four drains for larger roofs, accounting for the overflow rate as well. Proper drainage is crucial to prevent water accumulation and damage.
An overflow roof drain system is not required for a flat style roof if parapet walls are on no more than three sides and provided that the open side of the roof edge has an elevation of two inches or less above the low point of the roof. (For sizing requirements, see Tables 49-1204a and 49-1204b.)
The distance is determined by the maximum ponding water depth. For example, if the maximum ponding depth is 2 inches of water and the slope of the roof is :12, the distance between the drain and the overflow scupper should be 8 feet.
On average, for roof areas of 10,000 square feet or less, two or more drains will be needed. For a roof that measures over 10,000 square feet in area, you may need at least four, if not more. The overflow rate also needs to be considered.
Firstly, if it is required by the building code where you live, then yes, an overflow is necessary. If the building code in your area does not require an overflow, then you dont need one. Building code or not, for me I require overflow drains for both my tub and bathroom sink, and utility sink.

The primary roof drain (1010) and emergency (secondary) overflow roof drain (1080) are provided per code. The code states the overflow roof drain shall be a minimum of 2 inches above the roof.
The overflow roof drain or as it is often referred to as the secondary roof drain, acts as a backup or a failsafe roof drain to the primary or main roof drain. It always has a 2 water dam connected to it which looks like collar.
