Title Ad Valorem Tax (TAVT) became effective March 1, 2013 after the Georgia General Assembly passed HB386 in the 2012 Legislative Session. TAVT is a one-time, per owner tax that is collected at the time the vehicle is titled.
Effective January 1, 2022, this form is to be used by a dealer to show the calculation of the TAVT on the sale of a new or used vehicle only. Please refer to Form MV-7L to calculate the TAVT on leased vehicles.
Vehicles purchased on or after March 1, 2013 and titled in the state of Georgia will be exempt from sales and use tax and the annual ad valorem tax (birthday tax). These taxes will be replaced by a one-time tax that is imposed on the fair market value of the vehicle; this tax is called title ad valorem tax (TAVT).
Any vehicle purchased from a dealer or individual on or after March 1, 2013, is subject to a one-time title tax based on the value of the vehicle. The title tax replaces the annual ad valorem tax and the sales and use tax on most vehicles titled in Georgia.

The TAVT is calculated by multiplying the fair market value by the rate in effect on the date of purchase. A reduction is made for the trade-in when the sale was made by a dealer, but not when the sale was made by a private individual.
Title Ad Valorem Tax (TAVT) Rate Changing to 7 Percent The temporary title ad valorem tax (TAVT) reduction provided by the General Assembly in 2020 will expire on June 30, 2023. Beginning July 1, 2023, the TAVT rate will return to a rate equal to 7 percent of the fair market value of the motor vehicle.
Georgias TITLE AD VALOREM TAX Under the law, the fee for all vehicles titled will be 6.6 percent of the worth of the vehicle. It eventually could climb as high as 9 percent of the vehicles worth. The old ad valorem tax system will continue to exist for vehicles titled in 2012 or earlier.
