What is Form ST-8? The Form ST-8 (certificate of exempt capital improvements) is to be used when the association is undertaking a capital improvement that is exempt from NJ sales tax.
Capital improvement means an installation of tangible personal property which increases the capital value or useful life of the real property (land or buildings). The item(s) installed must be permanently attached to the real property.
Traditional Goods or Services The purchase of both prescription and non-prescription medicine, groceries, gasoline and clothing are tax-exempt.
Exempt items include most food sold as grocery items, most clothing and footwear, disposable paper products for household use, prescription drugs, and over-the-counter drugs.
Capital improvements are exempt from tax with the exception of the following: certain landscaping services, carpet and other floor covering installations, and hard-wired alarm or security system installations. *Other than the exceptions listed below. not add to the value or prolong the life of the property.
