Yes. This is applicable only to later players, like players 3 or 4, in the first round. But, if on your first play someone else is unable to play, there is a marker on their train to indicate it is open, and a domino played before you allows you to, you can play on another players train before your own.

Can you go out on an unsatisfied double in a Mexican Train?

If you get stuck on a double and cannot play on it, the next player MUST play on it if they can, if not they draw, and play, if they still cant the next player repeats the sequence, and so on until someone satisfies the double.
