The fee for certificates of mailing for ordinary letter-post and ordinary parcel post is $0.95 per piece whether the item is listed individually on PS Form 3817 Certificate of Mailing or on firm mailing bills. Additional copies of PS Form 3817 or firm mailing bills are available for $0.95 per page.
For customers to receive a refund, they must take their unused meter mail postage along with the Postal Service Form 3533, (Application for Refund of Fees, Products and Withdrawal of Customer Accounts),to their local post office to request the refund.
Postage handled or returned to sender by the U.S. Postal Service are not eligible for refund. Refunds are not given for usable valid postage labels whose postage value is either First-Class 1 oz or Priority-Mail 1 lb. E-Refund requests for Shipping Labels must be received within 28 days of the print date.
To request a refund from the USPS, obtain a printed copy of USPS Form 3533 - Application for Refund of Fees, Products and Withdrawal of Customer Accounts from your local Post Office.
