All Mandated Reporters are required to make a report to the State Central Register (SCR) when they have reasonable cause to suspect a child under the age of 18 has been abused or maltreated.
The New York State Office of Children and Family Services maintains the Statewide Central Register of Child Abuse and Maltreatment (SCR, also known as the hotline) for reports made pursuant to the Social Services Law. The SCR receives telephone calls alleging child abuse or maltreatment within New York State.
Making the Call As soon as a mandated reporter suspects abuse or maltreatment, an oral report must be made by calling the New York Statewide Central Register of Child Abuse and Maltreatment (SCR). The SCR is open twenty-four hours a day, seven days a week, to receive calls (NYSOCFS, 2016).
What is the SCR? Reports of child abuse or maltreatment are called in to the State Central Register of Child Abuse or Maltreatment (SCR). The SCR is maintained by the Office of Children and Family Services (OCFS) which keeps a database of reports.
The New York State Office of Children and Family Services web-based Online Clearance System supports the mandate under Section 424-a of the Social Services Law for legally authorized agencies to inquire of the Statewide Central Register of Child Abuse and Maltreatment (SCR) as to the existence of any indicated reports
