It is now generally accepted that orphanages are detrimental to the emotional wellbeing of children, and government support goes instead towards supporting the family unit. A few large international charities continue to fund orphanages, but most are still commonly founded by smaller charities and religious groups.
The OWA is primarily funded by the annual Orphan Fund Levy, which is paid by the oil and gas industry in Alberta. The levy is based on estimated abandonment and reclamation activities for the upcoming year and is set by the AER in consultation with the OWA.
The Environmental Protection Agency estimates that there are approximately 4 million abandoned oil and gas wells in the United States, and more than 117,000 of those across 27 states are orphaned, meaning they are uncapped, unproductive, and with no responsible party identified to manage leakage or pollution risks.

Once a licensee has been deemed an orphan, the Orphan Fund Procurement Program manages the well and facility licences by securing vendors to abandon the wells, decommission the facilities and reclaim the well and facility sites.
After decades of energy development in Alberta, abandoned wells are common in the province. About 170 000 abandoned wells exist in Alberta, representing 37 per cent of all wells in the province.
The Orphaned Well Program identifies, prioritizes, and addresses oil and gas wells, locations, and production facilities statewide for which there are no known responsible parties or for which financial assurance instruments have been claimed.
