Discretionary housing payments (DHP) and discretionary council tax discounts (DCTD) are not payments of housing benefit, council tax reduction or universal credit. DHPs are separate payments made at the councils discretion in cases where it considers that extra help with housing costs are needed.
The Discretionary Housing Payment (DHP) scheme is designed to provide additional financial support towards housing costs. A DHP can only be considered if the claimant is in receipt of either Housing Benefit (HB) or Universal Credit (UC) with the Housing Element included for support with a rental liability.
There is no limit to how much DHP you could receive, but we cannot pay more than your full eligible rent or Council Tax charge.
Maximum LHA rates payable The maximum housing benefit that you can receive cannot be more than the rent that you pay or the LHA evaluation, whichever is the lowest. The LHA rates for the area that you live in are published on the VOA website.
