Board of Control It is the body which enforces TSSAA regulations, conducts state meetings, authorizes expenditures of TSSAA and registers officials. As with the Legislative Council, the board is composed of twelve school administrators, four from each Grand Division of the state, each serving three-year terms.
The Tennessee Secondary School Athletic Association is a voluntary, nonprofit, self-supported organization, conceived by school people (teachers, principals, superintendents) and administered by individuals carefully chosen to conduct the program. TSSAA was organized in 1925.
The SCCPSS Department of Athletics requires an approval process before an eighth grade student is allowed to try out for a sub-varsity (high school) sports team.

The purpose of the Association is to stimulate and regulate the athletic relations of the secondary schools in Tennessee. Recognizing that the primary objective of all secondary schools is to educate youth, the TSSAA aims to coordinate the athletic and scholastic programs.
Article II of the TSSAA Constitution describes how the 95 Tennessee counties are divided into nine Athletic Districts for the purposes of administering the association.

4. Students below the 9th grade who participate on a high school team will be ineligible at the conclusion of eight consecutive semesters, beginning with the students initial pre-9th grade participation.
A student shall not participate in athletics during any semester unless he/she is duly enrolled on or before the 20th day of the semester. This rule shall not apply to transfer students who have met the attendance requirements in the school last attended.
