Every Ohio resident and every part-year resident is subject to the Ohio income tax. Every nonresident having Ohio-sourced income must also file.
Individuals may be required to file an SD 100 even if they do not have an Ohio income tax liability. To avoid delinquency billings, the Department of Taxation recommends residents of a taxing school district file the SD 100, even if they are not required to file.
Under the traditional tax base, taxpayers pay the school district income tax based on their Ohio individual taxable income (Ohio adjusted gross income less the exemption amount). Taxpayers residing in traditional school districts must file Ohio form SD 100 even if none of their income is subject to the tax.
