It does not include payments to a contractor or payments to an individual that is a beneficiary of a Federal program.
A subaward is a contract or legal agreement between an organization receiving an award from a sponsor, the award recipient, and another organization that will perform research or other substantive work for the award recipient. A subaward is not an agreement for the procurement or purchase of routine goods or services.
An example of a subaward would be a territory being awarded federal funds from a Department of Justice mandatory grant to increase housing assistance for victims.
