A subaward is a portion of the grant award passed down from the primary recipient (the grantee) to a secondary recipient (the subrecipient). This transfer of funds comes with specific conditions and responsibilities.
In the case of a subrecipient, the pass-through entity usually retains docHub control over the project and the subrecipients work. However, a contractor has more autonomy in how they carry out their work. A simplified example of a subrecipient to consider is a collaboration between two universities.
Per 2 CFR 200.92, Subaward means an award provided by a pass-through entity to a subrecipient for the subrecipient to carry out part of a Federal award received by the pass-through entity. It does not include payments to a contractor or payments to an individual that is a beneficiary of a Federal program.
A subaward is a contract or legal agreement between an organization receiving an award from a sponsor, the award recipient, and another organization that will perform research or other substantive work for the award recipient. A subaward is not an agreement for the procurement or purchase of routine goods or services.
An example of a subaward would be a territory being awarded federal funds from a Department of Justice mandatory grant to increase housing assistance for victims. The territory passes through the funds in a competitive process so that local housing agencies with the most innovative and promising ideas are funded.
