Purpose of the Voluntary Leave Transfer Program The Voluntary Leave Transfer Program allows a Federal employee to donate unused accrued annual leave to another Federal employee who needs leave because of a medical emergency. This program does not allow for the donation of sick leave, compensatory time, or credit hours.
The annual leave-sharing program provides employees the opportunity to receive and use donated annual leave and to donate their annual leave to another employee under certain conditions.
Transfer leave allows an employee to take a break from their current duties to test a posted position, without loss of seniority, pay, status, or benefits related to their current position.
The Voluntary Leave Transfer Program (VLTP) allows FSIS employees to donate annual leave for use by other FSIS employees who need it because of personal or family-related medical emergencies. A request to become a leave recipient is not a request to be absent on leave.
