National Objectives: These contribute to the economic and social development of the country, such as creating jobs, paying taxes, and supporting local businesses.
The LMI National Objective is often referred to as the primary National Objective as HUD regulations require that States expend at least 70 percent of their CDBG funds on activities that benefit low- and moderate-income people as defined below.
Funds must be used to carry out activities that will meet one of the three broad National Objectives: benefit low- and moderate-income persons; aid in the prevention or elimination of slums or blight; or meet other community development needs having a particular urgency.
