The Federal Antidegradation Policy was adopted as part of the 1972 amendments to the Federal Water Pollution Control Act (the Clean Water Act) (USEPA 1987). The Federal Antidegradation Policy was enacted to compel the states to enact policies to fully protect existing instream water uses.
Water quality degradation is mostly a result of diffuse-source contaminants and the spatial and temporal variability associated with these sources. Diffuse pollution is far more difficult to identify and control than point-source pollution, as highlighted in the conference on diffuse pollution we hosted, DipCon 2011.
An antidegradation policy provides a means for maintaining and protecting water quality of surface waters by requiring that all activities with the potential to affect existing water quality undergo review and comment prior to any decision to approve or deny the activity.
