California AMBER Alerts are initiated solely by California law enforcement agencies. Law enforcement agencies must follow strict activation criteria before an alert is activated. The agencys administration must give approval before initiating an AMBER Alert.
In order for the California AMBER Alert Plan to be activated, law enforcement must be satisfied the following criteria have been met: It has been confirmed that an abduction has occurred, or the child has been taken by anybody including, but not limited to, parents and/or guardians.
1. Confirmation that an abduction has occurred or a child was taken by anyone, including, but not limited to, a custodial parent or guardian. 2. The victim is 17 years of age or younger, or an individual with a proven mental or physical disability.
Authorized public safety officials send WEA alerts through FEMAs Integrated Public Alert and Warning System (IPAWS) to participating wireless carriers, which then push the alerts to compatible mobile devices in the affected area.
The law enforcement agency believes that the child is in imminent danger of serious bodily injury or death. There is enough descriptive information about the victim and the abduction for law enforcement to issue an AMBER Alert to assist in the recovery of the child.
